This summer in the evenings (the sun had just disappeared beyond the horizon) I saw several cicads sitting on the grass and moulting. This one had just finished its final moult and was spreading its wings.

Probably it is Aphrophora major as I saw adult individuals of the same species at the same location (a highmoor in northern germany) a few days ago.

I like this one a lot, it looks so painfully raw and vulnerable in that state. Reminds me of when I'd find them curing afterward. The lighting is nice- enough to show it as part of a whole, but enough to get the new stage to pop

No, cicads and insects like grasshoppers, dragonflies etc. moult (= peel away the old skin) several times in there lifespan until they get adult. Here you can see its final moult. It is a partial (simple) metamorphosis in contrast to insects which do a complete metamorphosis with a pupal stadium like butterflies, beetles etc..
